The service coordination/case management function should be housed in
an agency that has no other direct service responsibilities.
Service coordinators or case managers should advocate on behalf of
the individual receiving services or supports. This duty is
incompatible with a gate-keeping function such as helping to ration
scarce fiscal resources. States should re-think their systems if they
expect case managers to do both.
