  • People of all ability levels can direct their own supports.

  • PEOPLE WANT THEIR LIVES BACK and building-in provisions for consumer choice and control is the only effective way of assuring that individuals have the chance to determine their own destiny.

  • Partnerships between service consumers, their families and local communities are essential to supporting people with severe disabilities in the community.

  • Prescriptive government regulations and personally directed services are incompatible.

  • Government regulations (federal, state and local) need to be "decoded" so that individuals with disabilities and their families can understand them.

  • Consumers should be given the final say in how and where they live and whom they live with.

  • We know what to do and how to do it. The challenge is to translate "best practices" into the everyday performance of the service system across the country.
