Gaining a better understanding of how the Federal system provides services and supports for people with mental retardation and related disabilities doesn't have to be a stressful experience. While criteria and funding may change from state to state, the truth is, the more you understand about the system as a whole, the more you'll be able to take advantage of the programs that meet your specific needs. Start with the Introduction and find out how The Individuals with Disabilities Education Act (IDEA) gives states some flexibility in determining which departments or agencies may best provide the various disability programs that serve individuals from infants to adults.
